A person speaking in open air with no reflective surfaces around, will produce on average 60 decibels of sound pressure.

 

That same person speaking in a reflective, enclosed space, will produce on average 75 decibels of sound pressure. The fundamental frequency of human speech, TV, and common appliances are all low frequency sounds, long wave length noises that are difficult to absorb using soft and fibrous material, as to absorb a material effectively, you require thickness.

Multiple people speaking in enclosed spaces, e.g mess rooms, cafes, bars, restaurants, common rooms, will further amplify noise.

 

The sound transmission class of a material deals with its ability to block noise only, it does not account for its ability to “absorb” or “attenuate” the noise source back to unreflected levels.

 

Low frequency resonating panels can be used to reduce the low frequency sound pressure buildup in a space, due to speech, TV, music and common house appliances reflecting. You do not necessarily need to cover an entire wall to achieve adequate sound pressure drop, treating the three primary reverberation modes is more important.
